The Presidency of the Council of the European Union rotates every six months. Finland held the EU Presidency after Austria and passed it on to Germany at the beginning of 2007. Germany held its previous EU Presidency during the latter half of 1999. Portugal held the Presidency during the latter half of 2007 and Slovenia took over the position in January 2008 and passed it to France in July. France last held the Presidency in 2000. The order in which the Member States hold the Presidency has been settled among them up to 2020. There was no public consulation in this process.
